as reported by Google.
Read the reported indexing state, last crawl and Google canonical. Then decide what to do next.
1 · Your Search Console account

Requested access: your identity, email address and read-only Search Console access.
No inspection before your plan and confirmation.
What TS08 checks here
Google-reported status for the declared selection, with its time limits, your reviews and your decision. The API does not test the current page. A difference from your goal can be correctly documented.
Without Search Console access, the actual status cannot be established here. Lack of access does not make TS08 inapplicable.
